Tell Governor Lujan Grisham to line-item veto the following in HB2
TAKE IMMEDIATE ACTION
This line item was inserted into HB2 without public vetting. It is an attempt to legislate by circumventing the proper procedure. In 2018, the citizens of New Mexico overwhelmingly voted against a bill giving the state control over every single aspect of seeds in New Mexico. This includes planting, cultivation, harvest, possession, storage, distribution, labeling, etc.
Legislators do not have the authority to “promulgate rules” through a negotiated line item in HB2. They are trying to put in place a regulatory scheme that was previously denied by the legislature. This will not stand up to scrutiny.
